Removing old versions of cylc and rose

We need to develop a procedure for eventually removing older versions of rose and cylc.

How do the Met Office handle updates?

Set up a tool to gather stats on cylc runs like Scott set up for the UMUI? This was useful in getting the last users off accesscollab.

Added some trivial logging to the rose and cylc wrappers in ~access/bin that writes version numbers to ~access/tmp/cylclog.

Since the accessdev reboot on 2016-04-04 only cylc 6.9.1 and rose 2016.03.0 suites have been run.

If cylc 5 is removed the ~access/bin/rose and cylc scripts can be simplified. It's only necessary for cylc to load the cylc/wrapper module and for rose to load rose/$ROSE_VERSION and cylc/wrapper.

Cylc loads the appropriate rose version via the conf/ file on raijin.

~access/apps/cylc/wrapper/bin/cylc should also be modified to use the latest version. This gets used by a command cylc get-global-config -i [hosts][localhost]run\ directory that is run by rose on raijin without CYLC_VERSION being set. At the moment this will pick up 5.4.14 but fortunately the get-global-config command hasn't changed.

As a reminder for future cleanups, there are a few configuration files that are special cases

modules/cylc/files/global.rc.pre6p8, loaded by modules/cylc/manifests/install_version.pp

rose-task-hook2 should be removed eventually because it's redundant for cylc versions after 6.9.1.

When there are no versions <= 6.10 remove pyro as a dependency.

rose-task-hook2 is no longer installed for rose 2016.11.0 and later versions.
